JOB TITLE:  Decision Support Analyst, Non-Union

LOCATION:  Erie St. Clair CCAC – Travel throughout the Erie St. Clair LHIN is required

SUPERVISOR:  Manager, Decision Support and Performance Management

Reporting to the Manager, Decision Support and Performance Management, this position is responsible for collecting, consolidating, benchmarking and disseminating information to support program evaluation and decision-making to maximize patient service delivery. The Decision Support Analyst will provide operational support relating to the development of metrics and reports, creation of dashboards and the analysis of available data.  This position will ensure that all information is valid, reliable, accurate and timely, while packaged in a user-friendly manner for various audiences.  In addition, the individual will assist with the consultation process with other members of the management team.

NATURE AND SCOPE

  • Assists in the design of tools and processes for extracting and managing performance data
  • Extracts, aggregates and analyzes data from disparate sources
  • Uses problem-solving methodologies to conduct causal analyses and recommend corrective and preventative action
  • Interprets and summarizes data trends using a variety of tools
  • Analyzes effectiveness of various methods for data collection and their ability to measure improvement and forecast future needs
  • Provides assistance with the development of tools to support process improvements and evaluates the effect on quality outcomes
  • Assists with the identification of gaps in data availability and defines and implements solutions to close the gaps
  • Provides project support such as process mapping, development of quality metrics and measures, and information definitions
  • Ensures data integrity and compliance throughout the project life cycle
  • Helps develop quality metrics, measures and key performance indicators
  • Assists with the development and implementation of educational tools and materials to facilitate the use of information as a strategic resource
  • Provides commentary and support for analysis
  • Develops or assists in the creation of SQL reports, ad hoc analysis, dashboards and other reports as required
  • Supports the process of development of performance improvement reports to managers and staff through the creation of graphs, charts, worksheets, reports and individual consultations
  • Assists with the preparation of reports for internal/external customers regarding resource allocation, utilization, financial trends and forecasts
  • Helps prepare and provide decision support overviews and presentations to a wide variety of audiences
  • Provides support and/or makes contributions as a member to various committees in order to determine solutions for system improvements
  • Other duties as assigned

QUALIFICATIONS/SKILLS

  • College Diploma or University Degree in Business, Information Technology, Health Care or related studies
  • Technical skills using SQL Structured Query Language and Microsoft Visual Studios
  • Experience in a quality analysis and improvement environment
  • Knowledge of outcome measurement and proven ability in using statistical approaches to data analysis
  • Good knowledge of performance improvement approaches used in healthcare and community care settings
  • Proficient knowledge of Microsoft applications including the ability to design complex spreadsheets and databases
  • Good knowledge of technology products and services regarding quality analysis and data collection
  • Knowledge of MOH legislation and guidelines related to CCAC mandates
  • Knowledgeable about local CCAC Service Provider and Supplier contracts related to patient services processes, community resources and community health partners
  • Knowledge of CHRIS, Health Partner Gateway, Fortis/Document Management Systems, ETMS, Policy Tech, Quadrant, other internal systems software as applicable
  • Good knowledge of service delivery practices in community care agencies
  • Knowledge of healthcare reporting requirements, and CIHI guidelines regarding the Home Care Reporting System (HCRS)
  • Effective problem solving skills, organizational, time management, analytical and ability to multi-task and co-ordinate
