JOB TITLE:             Full-Time Health Information Specialist, Non-Union

LOCATION:             Erie St. Clair CCAC – Chatham Site

SUPERVISOR:        Director, Quality, Risk and Accreditation, Chief Privacy Officer

The Health Information Specialist provides support and assistance with all aspects of Health Information Management (HIM) and Privacy.  The Health Information Specialist is responsible for supporting Health Information Practices in accordance with organization requirements, best practices, and legislative and regulatory requirements.

NATURE AND SCOPE

Assists, supports and contributes to the planning and organization of all functions related to Health Information Management (HIM), including:

  • Responsible for the processing and release of HIM requests ensuring that all legislative requirements for the handling and report of information are met, i.e., Personal Health Information Protection Act (PHIPA, 2004), Health Care Consent Act, 1996, Regulated Health Professionals Act, 1991, Substitute Decisions Act, 1992 (will include Freedom of Information and Protection of Privacy Act (FIPPA))
  • Health record forms development and inventory maintenance
  • Review of ICD 9 coding in the health record in collaboration with the Health Information and Privacy Officer
  • All HIM and Privacy related ESC CCAC Policies and Procedure documents
  • Working with the Health Information and Privacy Officer to assist with Health Record correction requests
  • Maintaining the integrity of paper based health records and electronic databases by participating in the structure and storage of records/documentation management and maintenance and consolidation of offsite records
  • Educating staff in HIM orientation/practices, and policies and procedures
  • As directed, provides support to management and front line staff in regards to day to day operations and strategic directions related to HIM
  • Assists with auditing of various electronic databases related to HIM
  • Working with the Health Information and Privacy Officer to support Privacy Breach Management
  • Participate on various committees, and other duties as assigned.


    QUALIFICATIONS/SKILLS
  • Certified in Health Information Management – CHIM and member in good standing with The Canadian Health Information Management Association – CHIMA
  • Experience in release of personal health information in keeping with PHIPA, 2004, FIPPA and related legislation as indicated above
  • Demonstrated knowledge of Canadian Institute for Health Information Coding and Abstracting Standards and systems including ICD 9, Coding Classification Systems
  • Knowledge of all applicable Legislative Acts, Standards and Ministry requirements
  • Demonstrated knowledge of privacy/security requirements, standards and best practice
  • Demonstrated knowledge and ability to use computerized applications and databases
  • Demonstrated leadership, conflict resolution and project management skills
  • Demonstrated communication, organization, problem solving and interpersonal skills
  • Ability to work independently and make decisions
