JOB TITLE:  Manager, Human Resources

LOCATION:  Chatham site Erie St. Clair CCAC – Travel throughout the Erie St. Clair LHIN is required

SUPERVISOR:  Director, Human Resources

As a member of the human resources and organizational development team, the Manager, Human Resources is responsible for managing the implementation and delivery of Human Resources and labour relations policies and programs. Areas of responsibility include labour and employee relations, scheduling, recruitment, and health and safety oversight. The Manager, Human Resources will lead and participate in and demonstrate an understanding of quality, risk and patient safety principles and practices. The individual will follow all safe work practices and procedures to support a safe patient and working environment.


  • Provides leadership and direction to a team of HR professionals involved in the development of programs and delivery of service in a number of generalist HR roles
  • Provides leadership and counsel/direction to all levels of management within the CCAC regarding unusual and difficult employee and labour relations matters
  • Supervises Human Resources Specialists and Scheduling Coordinators and ensures appropriate administrative and service requirements are met
  • Provides expert advice and communication to managers at all levels regarding HR program requirements and on sensitive and controversial issues
  • Participates in the development of the annual and strategic HR operational plan
  • Identifies priorities and allocates available resources; reviews and evaluates program and service delivery and makes recommendations for improvement to ensure maximum effectiveness and efficiency
  • Establishes and maintains collaborative relations at all levels of the organization in order to build trust and confidence in the advice and service provided
  • Develops effective working relationships with external HR service providers to identify requirements and monitor performance
  • Works with internal management/union joint occupational health and safety committees to ensure compliance with health and safety legislation
  • Works with union representatives to negotiate solutions to employee-related issues and grievances
  • Represents the Erie St. Clair CCAC on external committees to support joint initiatives
  • Provides support to leadership team by relaying information on issues which may have a Erie St. Clair CCAC-wide impact, or broader, or which could result in potential litigation
  • Plans, directs, and delivers HR programs and customer service delivery including:  labour and employee relations, performance management, classification, compensation, pension and benefits, health and safety, and HRIS
  • Ensures Pay Equity Plan is maintained and in compliance with legislation
  • Champions HR best practices and develops and implements supporting policies, practices, and systems which comply with relevant legislation
  • Develops standards and processes to evaluate HR service delivery and customer satisfaction; monitors trends and predicts potential impact
  • Identifies issues and supports the Director of Human Resources in the development of the Erie St. Clair collective bargaining strategy
  • Manages the labour relations portfolio, including participation in negotiations, maintenance and proactive administration of the collective agreements
  • Research, develop and implement new Health and Safety policies, programs, and procedures such as the Psychological Safety Standards and ensure compliance to maintain a comprehensive Health and Safety program
  • Conduct audits of incident and accident reporting, WSIB claims, return to work processes
  • Conduct annual audits of the CCAC's health and safety program and in conjunction with Director of Human Resources, review/revise the health and safety program/policy annually
  • Other duties as assigned                                    


  • Post Graduate Degree in Human Resources and/or Labour Relations, Healthcare or Business Administration and/or equivalent education and experience
  • Certified Human Resources Leader (CHRL) Designation
  • Extensive experience in Human Resources/Labour Relations in a unionized environment with a minimum of 5-7 years in a management position
  • In-depth knowledge of legislation related to HR and Labour Relations and good understanding of labour relations issues across the healthcare sector
  • Knowledge of best practices used in a variety of HR functions including: collective bargaining, labour relations, pay and benefits administration, and health and safety
  • Knowledge of systems, resources, tools and channels used in payroll and HR information management
  • Excellent computer/keyboarding skills in Microsoft applications
  • Strong ability to meet deadlines and set priorities
  • Excellent communication and interpersonal skills, including negotiating and conflict resolution skills

    Priority consideration will be given to candidates who possess knowledge of Canada's two official languages.
