JOB TITLE:  Manager of Decision Support and Performance Management

LOCATION:  Windsor site - Erie St. Clair CCAC – Travel throughout the Erie St. Clair LHIN is required

SUPERVISOR: Director, IT and Decision Support

Reporting to the Director of IT and Decision Support, this position is responsible for data consolidation, analysis, benchmarking and interpretation of results to support program evaluation and decision-making to maximize patient service delivery.  The individual will oversee the development and maintenance of performance management and reporting tools in addition to the on-going monitoring of results to ensure that the organization is achieving its strategic goals and performance objectives. The individual will provide consultative services to the management team and external stakeholders for process implementation, change initiatives, process improvement proposals, efficiency developments, data quality, etc.   In addition, the individual will represent CCAC as the Decision Support lead (internally and externally) for Projects, Committees and/or Special Programs

NATURE AND SCOPE

  • Leads the Decision Support and Performance Management team to complete data consolidation, analysis, interpretation and presentation of results in order to support program delivery and evaluation.
  • Designs tools and processes for extracting and managing performance data
  • Extracts, aggregates and analyzes data from disparate sources
  • Uses problem-solving methodologies to conduct causal analyses and recommend corrective and preventative action
  • Interprets and summarizes data trends using a variety of tools
  • Analyzes effectiveness of various methods for data collection and their ability to measure improvement and forecast future needs
  • Develops tools to support process improvements and evaluates the effect on quality outcomes
  • Identifies gaps in data availability and defines and implements solutions to close the gaps
  • Provides project support such as process mapping, development of quality metrics and measures, and information definitions
  • Ensures data integrity and compliance throughout the project life cycle
  • Develops and implements educational tools and materials to facilitate the use of information as a strategic resources
  • Develops SQL reports, adhoc analysis and other reports as required
  • Conducts extensive research and consults with multiple stakeholders to evaluate problems, evaluate alternatives and develop recommendations
  • Provides performance improvement reports to managers and staff through the creation of graphs, charts, worksheets, reports and individual consultations
  • Prepares reports/analyses for internal and external stakeholders regarding resource allocation, utilization, financial trends and forecasts based on estimates of community needs in the future
  • Prepares and provides decision support overviews and presentations to a wide variety of audiences
  • Helps to increase the efficiency and effectiveness of the department by providing direction and advice on ways to address departmental needs and goals through improved use of automation, systems and technology             
  • Provides project support and leads initiatives that lead to quality and performance improvements
  • Implements, educates, and evaluates measurement tools for staff in several departments
  • Assists with implementation of organizational change initiatives
  • Consults with various department managers to ensure continuity of service across all sites and ensures efficient support requirements are being met,
  • Responsible for developing the appropriate measurement tools to evaluate organizational, departmental and team specific goals, programs and performance
  • Participates and makes contributions as a member of various committees in order to provide solutions for system improvements.

QUALIFICATIONS/SKILLS

  • University Degree in Business, Information Technology, Health Care or related studies
  • Experience in a quality analysis and improvement environment
  • Advanced technical skills using data analysis tools such as Microsoft Excel, Relationship databases, SQL Structured Query Language and Microsoft Visual Studios
  • Knowledge of outcome measurement and proven ability in using statistical approaches to data analysis
  • Good knowledge of performance improvement approaches used in healthcare and community care settings
  • Proficient knowledge of Microsoft applications including the ability to design complex spreadsheets and databases
  • Extensive knowledge of technology products and services regarding quality analysis and data collection
  • Knowledge of MOH legislation and guidelines related to CCAC mandates
  • Knowledgeable about local CCAC Service Provider and Supplier contracts related to patient services processes, community resources and community health partners
  • Knowledge of CHRIS, Health Partner Gateway, Fortis/Document Management Systems, ETMS, Policy Tech, Quadrant, other internal systems software as applicable
  • Good knowledge of service delivery practices in community care agencies
  • Knowledge of healthcare reporting requirements, and CIHI guidelines regarding the Home Care Reporting System (HCRS)
  • Effective problem solving, organizational, time management, analytical skills and ability to multi-task and co-ordinate
