The Minster of Health and Long-Term Care, Dr. Eric Hoskins, released a proposal on December 17, 2015 that outlined the government's vision for transforming Ontario's healthcare system - Patients First – A Proposal to Strengthen Patient-Centred Health Care in Ontario, which included fundamental changes in the oversight and governance of home and community care.
On December 7th, Ontario passed legislation: The Patients First Act, 2016 as part of the government’s ongoing work under the Patients First: Action Plan for Health Care to create a more patient-centred health care system. The Patient’s First Act (Bill 41) Action Plan is the government’s affirmation and commitment to transform the health care system into one that puts the needs of patients at its centre by focusing on four key objectives: increasing access, connecting services, informing patients, and protecting our health care system. The result gives Ontario's Local Health Integration Networks (LHINs) an expanded role, including primary care and home and community care. As a result, Community Care Access Centres (CCACs) as corporations will cease to exist. Specific implementation is yet to be determined and at this time there are no immediate changes taking place. The Ministry of Health and Long-Term Care has continued to reinforce their commitment to funding home and community care in support of a growing and aging population.
