Job Title:        Access and Privacy Specialist

Reports to:    Manager, Compliance



Core Purpose  

The Access and Privacy Specialist will support the LHIN's Privacy and Access programs in accordance with organizational responsibilities under provincial privacy legislation (FIPPA, PHIPA).

This role serves as subject matter expert privacy and access for the organization.  Responding to requests for information under PHIPA and FIPPA, conducting privacy audits and providing guidance and training will be a significant part of the work required.  


Major Duties and Accountabilities

Program and Operations


  • Support the Mission, Vision, Values and Code of Conduct of the Waterloo Wellington LHIN

Privacy and Access

  • Receives and processes requests for release of personal health information to authorized recipients within legislative timelines while ensuring privacy, confidentiality and security at all times.
  • Ensures the proper storage, retention, and destruction of Health Information in accordance with legal requirements and appropriate legislation.
  • Responds to inquiries and complaints regarding access to client records
  • Interacts effectively with patient and their families, law offices, insurance companies, other health care providers.
  • Anticipates, analyzes and identifies, develops reports and training materials regarding organizational impacts related to emerging privacy requirements
  • Processes, analyzes, prepares recommendations for response to requests and appeals under FIPPA
  • Prepares release packages under FIPPA as required
  • Prepares the IPC annual report submissions under both FIPPA and PHIPA
  • Assists the Privacy Officer and Manager, Compliance in conducting privacy impact assessments and reviewing business agreements to ensure that all privacy concerns, requirements and responsibilities are addressed
  • Assists in monitoring the WWLHIN's privacy and access program through the promotion of privacy best practices and by conducting privacy practice audits.
  • Conducts privacy audits and breach investigations in compliance with the WWLHIN's requirements under PHIPA and FIPPA
  • Provides cross coverage for risk and compliance where necessary
  • Other duties as assigned


Job Knowledge

  • Education and experience typically includes a university degree / college diploma with specialization in health information management or a related discipline and  2-4 years of professional experience (or equivalent)
  • Certified with the Canadian College of Health Information Management (CCHIM) required;
  • A member in good standing with the Canadian Health Information Management Association (CHIMA) required
  • Professional certification in Access and Privacy preferred, CIPP/C considered an asset
  • Ability to perform effectively both independently and in collaborative teams
  • Knowledge of relevant information health and public sector privacy laws and best practices, including a thorough knowledge of,  and demonstrated ability to interpret, PHIPA and FIPPA
  • Demonstrated ability to respond to requests for access under PHIPA and FIPPA
  • Knowledge of the Ontario health sector - roles, responsibilities and accountabilities
  • Demonstrated ability to develop and deliver training and presentations to staff at all levels, with knowledge of adult learning principles
  • Strong organizational skills and time management skills to balance conflicting demands and multiple      priorities
  • Ability to perform effectively both independently and in collaborative teams
  • Understanding of the Ministry mandated services through the LHIN
